Blu-ray is the BEST. I didn’t think it mattered much until I saw a side by side of blu-ray and regular DVDs, but if you only plan on using regular DVDs then the up-converter DVD player works great- I have both.

Blu-ray player with a blu ray disc is going to look the best. Especially when run on HDMI cabels. This is only true if your tv runs true HD at 1080p resolution.
A blu ray player will still play normal DVDS and DVD+R’s (depending on the brand) and will up convert them to a better resolution.
Personally i don’t like the upconverting DVD players. It makes them better but not true 1080p resolution.

DVDs can’t play in HD. They can be upconverted by a DVD upconverter or a Blu-ray player, but it’s not the same thing. They look better, but not nearly as good as a good Blu-ray. What is better depends on how much you want to spend. Most any Blu-ray player will both upconvert DVDs and plan Blu-rays. Upconverting or progressive scanning DVD players will not play Blu-rays.
